ANA "flyer" about the promo (www.ana.co.jp/pr/07-0103/pdf/07-009-1.pdf) dates the promo taking place in 2007 while title screen for #x144 displays "Copyright Spike 2008". Non-ANA release (#0699) displays "Copyright Spike 2006".
Boxart shot supplied by HR doesn't match boxart in the flyer, but it matches that being sold at i.e. Play-Asia.
I don't know whether both ROMs (2007 Promo and HR's) are the same (probably they are), but if HR's can be bought through retail channel, then it should go on standard (numbered) section.
This news from 2007 talks about the ANA promo and shows the same boxart as in the flyer.
