Flash Point was included in "Sega Ages 2500 Series Vol.28: Tetris Collection", as was Tetris (CRC32: 4ce90db0).

I would think because the developers never turned in a 'final' version - even if they may have ultimately decided it was this. More to the point though - even on Sega Ages, it is considered a prototype and requires holding down the d-pad a certain way to be launched as a hidden feature. The non-hidden one is the arcade System 16 version.
