Pokemon Midori was actually the Japanese version of Pokemon Blue Version. The Japanese Pokemon Ao was actually the third game in the series. Please read here:

"The Pokémon franchise started off in its first generation with its initial release of Pocket Monsters Aka and Midori ("Red" and "Green", respectively) for the Game Boy in Japan. When these games proved extremely popular, an enhanced Ao ("Blue") version was released sometime after, and the Ao version was reprogrammed as Pokémon Red and Blue for international release. The games launched in the United States on September 30, 1998. The original Aka and Midori versions were never released outside of Japan."
Aka + Ao = Red
Midori + Ao = Blue
which means that Aka, Midori and Ao should be separate and independent games.
BTW why Yellow games are not on this DAT? They were clearly sold on GB boxes, just with enhancements when played on GBC

I would agree that they should all be separate, except that there were more differences between Final Fantasy II and Final Fantasy IV on SNES than there are differences between Midori/Blue and Aka/Red. How different/same does a game have to be before separation/merging occurs? I would separate all of the Pokemon games and the Final Fantasy games mentioned myself, but it isn't my call.
Also interesting about Yellow:
1: Yellow is in the GBC dat as "Pokemon - Yellow Version" when the full title is "Pokemon - Special Pikachu Edition - Yellow Version".
2: The Japanese Yellow is already in the GB dat instead of the GBC dat.

Upon further thought, I think they really need to be like this:
Group 1:
Pokemon Red Version
Pokemon Aka Version
Group 2:
Pokemon Blue Version
Pokemon Midori Version
Group 3:
Pokemon Ao Version
The differences between Blue/Midori and the differences between Red/Aka are really small. It's just graphical, really, because the USA versions used the updated Ao graphics to avoid using the uglier graphics of Aka and Midori. However, despite the names, Blue is most certainly nearly the same game as Midori, while Ao is an extra spin-off like the Yellow Version is.

I'm working on a GB/GBC update, and a Pokemon P/C rearrangement will be included.
However I keep my previous position. To me it's very simple: there are 3 japanese games which become 2 to western makets. This means that it wouldn't be correct to match any of the JPN games with the western ones. Western games were based on JPN Blue cosmetic improvements, which was splitted into 2 games to follow the original JPN Red+Green concept.
So any match attempt with JPN Red/Green is too forced IMO. And we can't match both western Red and Blue to JPN Blue alone.
