9C175146 is the same as 570B5024, except 9C175146 has a blank section where 570B5024 had seemingly unique data.

Sega Retro notes 9C175146 as being possibly hacked or pirated. What is the reason for using it instead of the previous file (570B5024)?

Worth pointing out as a COUNTERPOINT to my above message: The same blanked section is present in the verified European version. That supports the one with the blanked section (9C175146) as being the good one.

Yes, I checked all the ROMS in HEX editor and its seems the data region from 0Ð’880 to 0D8E8 is just a copy-paste from Japan ROM.

I think the second ROM (CRC32 570B5024) was hacked to fix internal CRC of the game.

But anyway we need to dump USA cart by our self. I'll try to find this cart in Russia.
