This ROM is actually from PRO Action Replay (version 1). I own the European cartridge and if you press the C button while it is booting, you can access a debug menu with ROM version and release date. The exact same thing happens with this ROM (same intro screen as well) and it is the same software revision. Internal software name (ACTION REPLAY 2) is probably there to differentiate it from the normal Action Replay (not PRO).
Another indication is that PRO Action Replay II cartridge (which I own as well) has a different menu layout and uses different hardware. Contrary to the PRO Action Replay II dump, this ROM uses similar software routines as the first PRO Action Replay dump (128k). For the record, my cartridge holds two 2 x 32K x 8-bits flash EPROM (64 Kbytes of data), and both dumps only use 32K, the rest being filled with 0xFF.
