It actually doesn't look like there's an "&" in there. Is there even an ampersand in Japanese? Anyway, it looks to me that it should be:

Final Fantasy I - II

...but I'm not sure.

"I, II" as applied to similar cases for other systems. Middle dot char is used as explicit spacer in written japanese. Using "&" is too arbitrary IMHO, while using just "space" doesn't look well. "Comma" is a good analogous char in most list cases (like this).
