There have been cases where Goodtools mislabeled the games. But there have also been cases of No-Intro using incorrect files, yes. The best thing to do would be to redump the game in this case.
In the case of some games, they may be too rare/expensive to redump. Prototypes, for example. Maybe someone can have a look at the bytes and tell us something about it?

There isn't much info on the net at the moment for the verified CRC32. If that's a recent change/dump, No-Intro probably has it wrong. No-Intro used Goodtools as a launching point many years ago, and so inherited some of their bad dumps that may still be around now.

This rom is indeed bad (hacked), and the one from MAME with CRC=1d123be6 is the proper dump. Ikari_01 analyzed both roms and found the current one in the DAT to be hacked: "so the no-intro / goodROM apparently has the rom type flag set to slowrom instead of fastrom (which the game uses) and an SRAM size check patched out. It writes a test word to SRAM and then reads it back from the same address instead of address+0x800 to check correct mirroring."
