Used for the O3DS / O3DS XL consoles that could be rented at the Louvre to use as interactive audio guides. Said consoles were Panda consoles, and its likely that this is a dev-encrypted ROM, as it doesn't boot on non-dev consoles. The cart causes the 3DS to bypass the home screen (like kiosk demos) and boot straight into the cart. The code on the cart then runs the Louvre guide kiosk software from the SD card.
